HCV Homeownership Program

Abilene Housing Authority's HCV Homeownership Program will officially launch on Monday, January 5th, 2026.

Abilene Housing Authority's HCV Homeownership Program enables Housing Choice Voucher holders to use their voucher towards the purchase of a home. This is an exciting opportunity for voucher holders to build wealth and enjoy the benefits of homeownership. HCV Homeownership provides another avenue for self-sufficiency, housing stability, and greater investment in the community.

In this income-based program, participants pay the portion of their mortgage that is affordable to them while their voucher covers a portion. Minimum income requirements apply.


Eligibility Criteria

  • Must have received Housing Choice Voucher rental assistance from Abilene Housing Authority for at least one year
  • Must have successfully participated in the Family Self-Sufficiency (FSS) program for at least one year or have successfully graduated from the FSS program
  • All family members must be first-time homebuyers (no one has owned a home within the last three years)
  • One adult in the household works at least 30 hours per week (except for elderly or disabled households)
  • The household's working adult must have worked for the prior 12 months with no gaps of employment that exceed 4 months (except for elderly or disabled households)
  • The applicant has not defaulted on a mortgage in the HCV Homeownership program in the past with any Public Housing Agency
  • The applicant has no serious or repeated lease violations within the past 12 months and is currently in good standing with their landlord
  • The applicant has had no family-caused violations of Housing Quality Standards (HQS) within the past 12 months
  • The applicant owes no money to Abilene Housing Authority
  • The FSS participant or graduate must have a credit score of 650 or higher
  • Must have a valid, unexpired certificate of homebuyer education from a HUD-approved housing counseling agency*
  • Must have at least $3,000 in savings

2.     Are You Ready To Be A Homeowner Flyer - This flyer from HUD provides general information about buying a home and the HCV Homeownership program. It is for your information only and does not need to be returned.

3.     Homebuyer Education Flyer - This flyer lists options for HUD-certified homebuyer education. Applicants should select one of the providers listed and/or follow the instructions provided on the flyer.
