NEIGHBORHOOD STABILIZATION PROGRAM 2 (NSP2) GRANT

 

 

Abilene Housing Authority, June 29, 2009:  The Abilene Housing Authority (hereafter referred to as the AHA) is applying for the Neighborhood Stabilization Program 2 (NSP2) Grant provided under the American Recovery & Reinvestment Act (ARRA) of 2009.  The total amount funded nationally is $1.93 billion.  The goal of the Grant is to stabilize neighborhoods whose viability has been and continues to be damaged by the economic effects of properties that have been foreclosed upon, condemned and/or abandoned.

 

In the event that the AHA receives funding for the neighborhood stabilization program it plans the following:

 

Target Geography:    City of Abilene (inside and outside of the loop)                   

Program Goal:           Request $20 million for the purchase and rehabilitation/demolition/rebuild (blighted structures as defined by state or local law) of a minimum of 100 units (single-family homes and/or apartment complexes).  A minimum of 25% of the rehabbed units will be designated as affordable housing units.

Neighborhood

Stabilization:              AHA will work with the City of Abilene, neighborhood groups and other community groups to stabilize neighborhoods that have been negatively impacted by condemned, abandoned and foreclosed properties.  The AHA will also work with these groups to develop ways to positively impact neighborhoods in other ways, such as attracting business, grocery stores, shopping outlets, creating jobs and other areas that will positively affect the socio-economic condition of neighborhoods for long-term sustainability.

Collaboration:            The AHA will seek ways to collaborate with a number of area agencies to develop plans/programs for a comprehensive neighborhood stabilization program.
