Minority Business Enterprise (MBE)/Women’s Business Enterprise (WBE)

- AHA encourages MBE/WBE involvement in all contracting activities. Certified HUB (Historically Underutilized Businesses) entities are considered a MBE/WBE and will be recognized as such.
- MBE/WBE entities are not awarded special consideration for contracting but will be reported to HUD to ensure AHA’s commitment to the use of these businesses.

Section 3 of the HUD Act of 1968
A policy for providing preference to low- and very low-income residents of the community and the businesses that employ these persons
** Section 3 does not take gender or race into consideration, only income levels of employees**

- HUD considers Public Housing Authorities to be in compliance with Section 3 if they meet the minimum numerical goals:
- 30% of the aggregate number of new hires shall be Section 3 Residents;
- 10% of the total dollar amount of all covered construction contracts shall be awarded to Section 3 business concerns; and
- 3% of the total dollar amount of all covered non-construction contracts shall be awarded to Section 3 business concern
- Construction contractors who will hire new employees if awarded a contract MUST include a Section 3 Plan in the bid.
